"Could not Connect to server" error

As the title states, I've been having this error for 3 days now, despite the server being up, any ideas on what it may be?... I looked for an answer on the bugs section, but nothing has appeared... help please

Please note that I'm getting this error while the server is up...

Check your firewall and antivirus applications. They may be blocking Java apps from connecting. Check your Internet settings. If you're connecting through a school or at a remote location (ie not your home network), the network may be blocking some connections.
