It is but if you are able to purchase those skills for that price then it's a bug and needs to be reported directly to Loftar and Jorb. This bug has occurred in the past and has been cause for character deletion and salting of the hearthlands in the past for abuse.

It should just be a display issue since im pretty sure it was fixed early world 5

Friend experienced a similar problem in world 5, Was fixed when he downloaded java 7, I would try that If you haven't already.
