Can't stake claim. (Closed)

I have every skill in the game except murder, but I can't stake a claim. Why? If it helps, my alt who I am trying to stake a pclaim on, is a law speaker.
Edit: I've had all the skills for months, and I did try relogging ever since I *noticed* the problem.
Edit #2: On my other character, the short cuts to stake a claim are A, then C. Adventure + Claim. That short cut does not work on my alt.
Edit #3: Resolved my issue.
