q is based from item right?but capped from stat
i crafted nettle pants whit q 10 stinging nettle and q is 16 now o.o

Your skills should also be taken into account. I'd wager dexterity and sewing would have an effect on this particular product. So if you have less than about 20 sewing then this is probably a bug.

QUality cannot be improved with skills or stats so unless he just got it wrong (more likely tbh) then it is indeed a bug.

well... i remember seeing a formula for an item being sqrt(phy*dex) posted recently, that has nothing to do with quality, but stats. so maybe the new cloths are like that to.

Except they have item quality. The only items in existence that are dependent only upon skills & stats are jewelry and they have infinite item quality.
