dried hide wont go to leather

Hi!
Yesterday I put my dried hide in the tanning tub and used enough bark and water.
So yesterday i also recognized that it is already on 92%, today I was watching for it and it is still again on 92% and evertime im watching for it for 10-20 mins in the tub its going up to 9x% and when I come back after an hour or so it back on 92% again.
please fix this!! I need a backpack
