Try firing a whole quiver of arrows on a target that doesn't move. The first arrow will appear 1-4 shots in, 5 if you're unlucky, but you can only ever recover ONE. Mathematically, there is a very slim possibility that you only get 1 arrow back from 40, if the chances are 1 in 5. I'm pretty sure it does not matter if I hit the target or not. I missed my target at least 75% of the time, if it DOES matters.
Note, that this only applies to targets standing completely still. If the target moves, the recoverable arrows stack on another location, which changes this scenario.

So, there is a very slight possibility I might have been just very unlucky, and this is not a bug.

Otherwise, I would appreciate it if this got looked into. With microscopes.

I would say you are unlucky.

The arrow appearing on the fifth shot doesn't mean you have a 1/5 chance, by the way.

If I understood the OP correctly, then it seems in line with my experience of paving after reset. Some paved areas appear immediately after paving, some appear after paving an adjacent square and some I'm still waiting to appear, however, the effects are that it is paved (cart), just the sprite is still missing.

Am I really so unlucky, that I can only retrieve 1 arrow, EVER, from 1 stack? I only fired a full quiver to test my theory, and it seems to match my predictions.

Mind you, I kill a bunch of things with arrows, and it's getting annoying that I only get 1 arrow back, ever.

edit: actually, I think I was just very unlucky, or it's fixed now. I just recovered more than 1 arrow, at a percentage of recovery over 20% too.
