Planting grass on dirt?

For some reason when I plant grass on dirt it turns already planted grass next to it back to dirt which means I'm using up twice the seeds I would normally need.

Is this normal or is it bugged?

Are you sure you are looking in the right way? Tiles close to dirt may still have spots of dirt in them, thats not a bug.

Otherwise, this is a bug
