Planting grass on dirt?

For some reason when I plant grass on dirt it turns already planted grass next to it back to dirt which means I'm using up twice the seeds I would normally need.

Is this normal or is it bugged?

I think you are "bugged" - sounds frustrating!
Or you might just be a terrible farmer

Planting two tiles grass with one tile dirt between will give the dirt a hard edge, so when planting the 2nd tile it might look that the first gets reverted - but in reality the dirt tile between them stops them from bleeding grass image (else you wouldn't be able to see the dirt tile).
