This is not a bug. normally when taming any creature. Normally you tame once to get the first 20%. then you normally have to take it away from where you first tamed it. Then it will after a long delay aggro you again. However note is it takes a long time depending on the creature your taming.
An example is you tame the first time then you take the creature/s back to another area ie where your base is and if it doesnt aggro you on the way put it in a pen or trap it in some way. then it will eventually aggro you again. tame again and again for a further 4 times to get to 100%.
Note dont go too far away or enter a house else you will have to start again from 0.
In general it takes about 1-1.5 hours to tame an animal. and you must wait for it to aggro you itself not attacking it to try get it to aggro you.
Try disengaging from the whole herd by walking until their combat icons don't show up anymore, then shoot one of the herd members. It doesn't have to hit, and it would probably be better if you did not aim for the one you are taming. The aurochs or mouflon you are trying to tame should try to attack you again, and you can proceed with taming in a much shorter timespan than an hour.
A boar was the first animal I ever tamed and it went quite smoothly. I stood in the river shallow while I did it, then when I hit it with Quell the Beast successfully, I got out of the water and it almost instantly aggroed me.

As was I, but I used fence, I never trust rivers. I never noticed Bugs with the boar, you just have to grab a drink and wait a little bit.
