Granted the balance is a difficult one Haven does have in place some mechanics that help discourage random killing.

Why is it that the people who've never actually done PvP comment on PvP the most? Haven's combat was really fun in world 7 (and, more controversially, in world 6). Some also consider early w10 (pre-IP cost removal on defenses) combat to have been great. Please don't have an opinion just for the sake of having one, without having it based on experience.
"PvP sucks, so better to improve other aspects of the game" is a really ridiculous and stupid notion, don't you think it would make more sense to improve parts of the game that are actually lacking? Such as PvP or hunger/energy/satiations systems.
