I don't know if these numbers are even accurate, but they measure the population differently.
As far as anybody knows, the same inner circle of users are stuck playing that game for years now because they have invested so much money in to it they simply cannot walk away. It's a small group.

For what it's worth, Haven has more active players than A Tale in the Desert, and that game has a VERY strong cult following (myself included). (Last I looked, total active subscribers for the month was only around 500-600.)

They could've rewritten/edited the tracker, or use the blunt method of having bots sit around in a hidden dev room.

This is however pure speculation, either case would be really hard to prove.
