I once had a dream (my main source of verified information). In it, they added a new endgame expansion to Haven.
The main map remains the same—an archipelago separated by strips of ocean. But in the southeast, they added a separate, huge content separated from the main map by a gigantic ocean (implying a rework of knarr repairs, as well as a minimum ship quality requirement. I also think they added a new ship type—the longship—but I don't remember for sure).

Make it a biweekly or monthly event.

Rumors of a new land. Player factions race to gather supplies for the expedition.
Some kind of skill/item check system where during the journey supplies can get lost, the raiding crew can get injured.
The ship could even be attacked by a sea monster.

Maybe a kind of "Battleship" game system where players target their expedition on a tile on a little map and you won't know if you "hit" the event island until you go there.

First who guesses right and overcomes the gauntlet, gets to the island first and has a head start until the others can launch their own expedition to the now discovered island.

Kind of like a Meteorite event. But also kind of like a dungeon. Differently themed islands with different goodies.
A combination of economic, PvE and PvP challenge.

How many features have been sacrificed due to "pvp balance" issues? This game desperately wants to be an infinite PvE numbers go up genre, but the playerbase refuses to release the administration from their infinite balance duties for a few niche PvP spergs. Genuinely though imagine how much more fun every aspect of this game could be if you didn't have to balance for PvP.

The devs themselves acknowledge that "PvP is inherently in the game based on the nature of progression"; thus why add combat at all?
