How is it that there is an automated script that constantly checks the server status, but it can't automatically restart the server?

A server restart after a crash implies that something went wrong to cause the crash. This means that a clean shutdown needs to be performed first, to save potentially hazarded data, and that the bug that caused the crash needs to then be (ideally) fixed before restart. Neither of these tasks can be automated.

The server is down.

The server appears to have crashed :(

The server last talked to me at Fri Sep 4 13:57:48 2015 (UTC).
