Avg salary in russia is maybe 500USD/month. Many go for much less than that.
Its not that simple. Also some people cant pay it even if they have cash or they are using something that paypal doesnt support.

If you can't afford to pay 10$ a month, then you probably don't need to play video games 40 hrs a week.

I hope for you that you will, because free playing time as far as I know is not a large pool that can be refilled indefinetely, but rather it refills to 7 hours. Max.

So if you don't run out of play time (say you have 4 hours left) you will get refilled to 7 hours. Meaning you waste 4 'potential' hours. So use it up before sunday. This is atleast to my knowledge, so may be accurate, may not be
