I've been thinking that I should try physically rebooting the server, but I've been a fair bit nervous to do so because, if it is indeed some weird hardware fault, there may be some non-zero risk that it won't come back after being turned off, in which case I'd probably have a whole day of fun "communicating" with said support. For that reason, I've kind of been hoping that it might be one of those errors that goes away by itself, but that sure is seeming less and less likely, so I'll try said reboot tomorrow or perhaps the day after that. It'll probably be fast and painless, but if you can't reach the forums for several hours, then that's probably the reason. Whether it helps remains to be seen.

Bizarrely enough, the average frequency the CPU runs at seems if anything inversely proportional to the load on the server. Here's a moving-window-average frequency plot over the last few days with a 30-minute window:

Any Kernel Updates with CPU Bug Fixes (Spectre, Meltdown, KPTI, ...) done lately that may cause the slow down?

Can you monitor the rpm of fans?

No, I haven't even rebooted, it happened quite suddenly and without any obvious input at all.

Not in any way that I've been able to find, but as I said, the CPU is really very cool, so I doubt that would be a problem.

can you try close the C-state and P-state?
may be it's a power saving issue rather than hardware

The Germanity of the support aside, it's not really a joke that my lack of physical access to the server is somewhat of a source of frustration for me. I'd very much prefer to run the server in a location I can reach if at all possible. I would run it at home, but obviously my electricity supply and network connectivity at home isn't remotely as reliable as Hetzner's, unfortunately. Which, of course, is the main reason I'm using Hetzner; it's not exactly for the sake of the hardware that they provide. I've been looking into co-location in areas close to where I live, but it's rather insanely expensive and the connectivity specs aren't even as good as Hetzner's. More often than not they expect you to rent an entire rack (which is, of course, a completely different price class), or if they have the option to only rent a single unit or two, the support tends to be quite poor. I'm actually almost considering hosting it at home despite the reliability disadvantage.

Not sure what you mean by that. I'm not aware of C/P-states being something that can be "closed". To be sure, I've been trying various things with the cpufreq governors, but to no avail.

Well, that took some time, didn't it? Turns out the server didn't come back online after being shut down. I had foreseen that could happen, but I sure wasn't excepting to actually do so. Anyway, after some time, Hetzner had a look at it, fixed something and now it's back. It just remains to be seen whether it fixes the real problem.
