Actually, yeah. The skype conferences where such behavior is cut by permaban are quite cute and comfy. Noobs feel more comfortable and start speaking up, while they'd be shut down by the old players in unmoderated chats.
Should be the same for the forums. Remove the "plea for moderation" topic, then people will have nowhere to go and troll. I've seen forums where the opportunity to contest the moderator's decision has been granted: lead to spreading this rivalric attitude towards the mods, seeking the ways to provoke them and etc.
If they will want the decision to be re-considered, they should do it via PM and actually act with respect if they want to get what they need.
