You can earn it. Work hard at finding bugs and major flaws... and don't be a beggar when you do post them.

The problem with the dev cape is it's not cosmetic and can easily be stolen if KO'd. So you can really only give it to crafting alts who never leave the base. I don't even like wearing mine anymore.
