If removing outlawed players from the game world is too powerful, I would settle for returning outlawed players to their hearthfire. Or just a temporary 24 hour removal grace period... It is rather silly that outlawed persons in precarious positions must wait on you, Loftar, to restart the server or risk death on said outlawed character.
