I wasn't talking about a person who can't help but experiences psychological pain from a joke at his expense. My comment mostly implies the often overlooked difficulty in keeping balance between managing constructive and bully-free society and inciting a witch-hunt.

So perceived you mean perceived from other person not ''victim.'' This is makes some sense, given there is no pain from these word, but people act as if there is.

There are weak people who can suffer physical consequences from an emotional trauma.
Then again, there are people who commit to the cause of social justice with great zeal, overstep rational borders and push the very common sense aside as a minor nuisanse.
I believe the rules and even guidelines to distinct one from another are yet to be formulated. This all are very new concepts, social evolution-wise.

You can't quantify psychological pain with a standardized metric.
