The age of sexual consent in most places is 16 so to solicit someone underage they would have to be younger than 16 years old. That does not make it right of course and some individuals in positions of trust can still go to prison for taking advantage of a person that still may be legally allowed to consent but in the eyes of the law it is well within the rights of your 50+ year old neighbour to date your 16 year old daughter depending on the state or province you live in.
