No longer getting quests, why?

Made a new charater after a while and now been playing for a bit, but still no random quest. So what gives?

questgiver is random when receiving your first (A Whisper on the) Wind quest

Never got the a whisper on the wind quest, hasd to communue with nature. I always thought that the very first quest giver is by default, but not this time it seems or did job and lofter fucked it up with a new update/s?
