Last year I read something about Swedish government sending all its citizens a 20-page book by mail which contained instructions about what to do if war comes.
I think that it also contained some basic propaganda-ish stuff, like "we will never give up, everything else you hear is false information" etc.

I wish that Finnish government would do the same thing, many people do not know that to do if green men appear on the streets...
