Tips on how to make paving art?

Does anyone have advice on making paving art? What tools do you use to plan it?

Paint.net because I'm a scrub. If you make fine details & want the texture/colour I suggest working with 2x2 pave for a single pixel as it shows up better on the map; instead of say a black line with little detail outside of being a small black line. Other than that get familiar with the textures paved by the materials & use that to your advantage to mix & match colours to make complex images or simple pixel art. You can also use the 1x1 paving to add fine details if the texture on the map lets it show up very well.
