Thats part of the fun, you're never 100% safe, and when you are it just turns into chores. Raiding is no doubt hard to balance. Its gotta happen to keep people on their toes yet it has to be slow and hard enough that people are able to progress in such a slow pace game. There are friendlies in the ruff tho. And some worlds are more chaotic than others.
