Germany or Finland for servers?

It looks like most stuff that comes out of Finland will be going via the C-Lion1 cable to Rostock in Germany anyway? Unless it's going to Sweden or Russia, basically.

Think of it this way:
If you're far enough from DE/FI, the % of difference it makes is too small.
If you're close, you got a good enough connection where your reaction time and interface/FPS matter more than 20ms.
Unless, of course, bandwidth or underwater cables from finland start mattering. I'd stay with DE simply because it's closer to everyone else compared to Finland.
