The only correct choice is to host the server in the U.S, I'm not sure why this is up for debate??

Not sure if its within your budget, but Frankfurt is typically considered the go-to place for datacenters where latency matters for a global outreach for a single server. Atleast from my experience working with network guys.

It doesn't seem like Finland is notably better, at least. Seeing as that's the case, it's probably better to keep the servers together in Germany, if only so that the Legacy server has fast access to the account service.
