Steam market actually protects players against Hat or Die. Trades are held for 15 days, unless you're steam friends for over 1 year, then its held for 24 hours. During this time the trade can be cancelled by either party.
Though, this would also rely on all hats being on steam accounts instead of seatribe accounts to really fully fix the hat or die issue (i still think it should be bannable to force people to give you IRL money essentially to not get stomped in a game). other than that, it offers a safer place to buy/sell old hats and removes shady RMT going on in random discords etc.
You also get a 10% cut (i think?) of any items sold on the marketplace. people also must put money into their steam account to buy stuff off marketplace, but they can not withdraw this money. If they sell an item they get steam store credit which can then only be spent on steam.
