Hi Grim,
You can mine high-quality ore from deeper mine levels using a high-quality pickaxe, then smelt and refine it with high-quality tools, fuel, and skills like Metallurgy or Steelmaking.

You use the highest ql mining tool, often a stone or tinker axe if the quality is higher than your pickaxe. For fuel your looking at tree grinding and high ql tar kilns with insane ql saw for boards to make charcoal.

I question if there is an actual cap to the q of anything we produce in this game. There seems a cap on the q of natural resources so to progress you have to find/produce different resources to replace those. Since on average a world lasts about a year the game becomes a "Beat the Clock" scenario - here is the system, you have 12 months, how far can you get? If a world lasted five years would we see q1200 steel or q2000 cheese?

Natural rock stops at about 600ql but the crit is always 20% ql when it goes up so it becomes exponential. 20% of 100 = 20ql 20% of 200 = 40ql etc till the clay stops mattering. I think after about 800ql the metal starts to carry itself now. But getting to that is like 2 years and millions of black ore

at first, the key parameter for increasing the quality of the metal will be the miner's strength (up to 1000). Also, strength will be the easiest way to increase the softcaps of many blacksmith crafts above the quality of the metal and tools that you have.
provided that you have raised the Quariman and Massonry with a cap during production, you will not encounter it for a long time.
the second problematic component is wood, since high-quality coal is difficult to obtain on an industrial scale.
the third component is clay, which affects both the quality of wood and the quality of smelters and is the most difficult to extract component.
To produce trees, you need high-quality water, fiber, compost, as well as farmer skills. That is, you need a second character pumped up as a farmer / carpenter.
To produce clay, you need high-quality bones - this is either elk / bear hunting.

well, if we summarize, the quality of the metal is the top of the technological pyramid, it is interconnected with almost any production.
