well, the only thing i was up to was that by catching small animals it was possible to get better arrows, but only up to a certain level, and not over 30ql, wich is pretty low: arrow material in fact is just 1/4 of the total ql, then there is the string and 2 branches, and those are the difficult part. I was lucky to find an abandoned place and i'm using now a 80ql bow with 50-60ql arrows, with 60 skill, 30 basic + 30 gilding. Bow is efficient as soon as you start, no need to farm moves, cannot get damage by using bow (or nearly nothing, depends on how you hunt), overall these are the good part wich makes easier to hunt with a bow.
The problem with arrows is that it's very, very hard by playing alone or by not trading for at least a good ql stone axe, to get decent ql arrows, wich makes hunting at start with a new toon worse than using melee or UA.
This should be in C&I, but i think a viable system should include some way to get better arrows, maybe softcapping their ql with the marksman skill, like happens for boards with carpentry, maybe: if you don't have good ql materials, at least you get decent arrows.
