As the title says, is there no way to fix this? Can a guy just block game progression for other players?

Leave a runestone or sign or something, talk to the owner of the wall if you're able to. Someone likely built that because they were worried about their local questgivers being destroyed.

eh palisade wall, the gates are open but theres the visitor status, so no crimes, ill have to make a wrecking ball

In that case, it's not unusable by any stretch of the imagination, and rather than putting down a wrecking ball (which will most likely just get removed before it dries,) you should reach out to the owner of the wall. In all honesty that's your best bet, it's not a big deal at all to give someone access to a questgiver.

I should also ask, it is claimed, correct?
