Use the Survey option and lower the whole area by 1 dirt, then just move the slider and raise the whole area back to the level it was before, this will turn it all into Dirt and allow you to pave anywhere. (Apart from Rock Biomes)

The other option is to plow the whole area (WHICH TAKES LONGER + MORE STAMINA)

With wooden plow I can normally hit a maximum of like 8 tiles or so before having to drink, whereas using the other technique I could dig like 3 inventories of dirt which means a lot more tiles can be dealt with that way as well as hardly lowering your energy bar.
