I've also had plenty of cave ins without dust falling (after having dug out the first tile). The dust seems to be completely random to me at least.

I've had a few cave-ins without dust particles. I've also had 26+ mined tiles in a widening circle without cave-ins. It's chance based, if I was pressed to give an answer, depending on the "cave-in" chance on the are.

from what ive seen, when u get the dust particles its means one of the 3 walls surrounding the dust will cause a cave in

Hrrm, that'd be interesting. It'd be like playing minesweeper then.
