No, but since I get heavy lag spikes on my notebook with integrated graphics and don't get any on my desktop computer, I assume that there's some correlation.

Do you have your laptop on wlan and the desktop on cable?
If so you might have EM interference messing with the wlan.

Is this as bad as it looks? XD

I notice input delay for normal tasks like walking in forest and waiting for archery/combat. I also notice much worse lag when close to high amounts of stuff/buildings/fires.

I assume I'm experiencing both latency lag and graphical rendering lag then.

Sorry. The Catalyst Control Center is the standard driver and options manager for ATI graphics cards. I forget the name of the manager for the old integrated graphics processors, and it was different at that time.

If Catalyst isn't installed on your system, you may be running Windows passed drivers, and you may do loads by going to AMD's website and downloading the latest for your computer: http://support.amd.com/en-us/download Find the GPU family (Radeon HD 4000) and your OS (you said Vista 32, which will probably be under "other," which is this link: http://support.amd.com/en-us/download/windows-legacy) Even if the driver version is the same, you'll get a lot of performance tweaks that Catalyst manages for different games.
