The best way to find FATE curios is to not actively look for them. It's a like a shiny pidgey... just pretend they don't exist and be glad if you find one.

To date, I have gotten ONE pearl, ONE bloated mushroom thingy, ONE Ant Empress, ONE woodshaving, and ONE bluebell.

I know someone who has found a ton of pearls by doing exactly this. He has an alt collect them, but he boils them on his main. Gets a pearl almost everytime he does it.

As for fate. The system isn't too complex. It's essentially the same as the experience system. Every so often, you are assigned a specific type of fate curio you can see. You can see this fate curio and no other types. Once you pick it up, the type of fate curio you can see will change (there is probably a period of time where you can see none though). If you don't pick up the fate curio you can see, after a while it will change anyway.

Additionally, what fate curio you can see, and how long until it changes are pretty much random. Your actions do not effect them (outside of picking a fate curio anyway). Just because you avoid swamps, does not mean you will see a bluebell.
I'm also pretty sure curios you get as an extra from crafting are not fate related. Just rare.

What do you base this on? The - admittedly anecdotal - evidence I have gathered and heard about seems to suggest otherwise. I am not saying you are wrong, but I am not sure how one could say this with absolute certainty as we have not been given any information about this by the devs.

I hardly ever visit swamps or mountains, I spend 99% of my time on plains and in forests. My most commonly seen fate curio is Bloated Boletes. I've never seen an edel, and the only bluebells I've seen were both over a month ago. Meanwhile, I know people who practically live in swamps and find bluebells frequently (for a fate curio). My entire village is more or less the same, we're on some plains and right next to a forest but they're always seeing (and complaining about them) boletes. Bluebells are still rare despite none of us frequenting swamps, and not one of us has seen an edel yet.

It's still anecdotal evidence. But I have seen nothing to suggest what you do effects what fate curio you will find.

I have found two boletes about two weeks ago in one foraging trip, and none of the fated curios since then appeared to me. And i've been exploring quite alot. I didn't check any mountains though, so I may be somehow stuck on edelweisses and can't find anything else until i pick one up. I never actively searched for any of these curios, and only found about three or four boletes during my entire gameplay, and none of the others. Guess i'll just stick to glimmermosses. They're pretty reliable.
