What it could mean?

I have the same problem, I tried on different terrains, but not found. And I was able to place well on random tail, just tried tail by tail... should be moved to bugs.

I have the same problem, I tried on different terrains, but not found. And I was able to place well on random tail, just tried tail by tail... should be moved to bugs.

it means well tiles come in "patches", like mudflats.

Read the description pane in crafting dowsing rod. While holding the dowsing rod in both hands, from time to time will be showing an arrow similar to that using rustroot extract. This arrow shows which direction the water table rises (note: exactly the place where you stand). Going in this direction, stopping every few moments checking where the water level rises (trying to put the construction of wells), you come to a place where:
1. The water level is high enough that could build wells (you have to try to put the construction to find out).
2. Pops up a message that the water level has not increased. Then you should start looking for another place.
