The starting areas are scarce of rock because people have used it all up. Boulders were only spawned when the world was created. Tocky ground (mountain terrain) can be dug for stone.

The stones you find and order they occur is going to be completely deterministic based on exactly where you started and direction you travel in. What type and where it can be found was randomly generated at world start. The main idea was that stones come in layers that change as you travel forward

this isn't true. i've found no correlation at all between surface boulders and stone deposits in the cave layer.

I have, there's a limestone quarry near my house with a limestone Boulder near it and a limestone deposit in a cave directly below
