In order to craft lures, you must discover the Primitive Casting-Rod. It only uses lures, and there are more lures in the current version than there were in previous ones.

the first time you obtain something (like picking a branch from a tree), you discover it and unlock new recipes that use it as a resource.

for lures i'm assuming you need to craft the casting-rod, because i never did that and never received any lure recipes.

That makes sense. I didn't know that was called discovering, lol. The guy above you was spot on though. Those are the other items I need to craft the casting rod, so I'm going to have to work on it.

the lure system is completely different than the bait system, and i personally did not enjoy it. your mileage may vary, i guess.
