I assume the basics of scents are the perp's stealth vs the victim's perception? Maybe it was just someone with high stealth.

I was thinking there was a threshold to where you couldn't see, but between values it was random still. I could be wrong. I've not tracked much last couple of worlds, and haven't had issues seeing scents when I've wanted to track them.
