Reason why this isn't a problem in Salem is the fact that you can just have the alts A and B travel into safe-zone NPC town and exchange items there. OF course there is slight risk of somebody stealing the stuff as you transfer it through container but it never happened to me during the many transfers that I did.
That (and new characters issues) can be easily managed by introducing a delay on inventory robbing. Let's say 1 item in 6 hours. Delay is placed both on offline alt and on robbing alt.
In this case if you pwn someone's base you'll need to stay there for a while (if you want to steal the most precious items). And endanger your caharcter a bit more since revenge may come to the place which is essentially unprotected
And also if you want to rob a poor newbie completely - you'll have to stick around near his leanto for a while. Which is booooring.
So yeah. If you place 10 alts A and 10 alts B - all with theft - you can exploit that. Or you can build charter stone which seems way easier than walking with 10 alts somewhere
