This is correct.

The chance is calculated based on the skills of the person. If the affinities match, then it goes from the bottom with no skill to the top % with max skills (or some number like that... I'm not sure if I've seen anyone discuss this, and I don't have specific insight, so is just a reasonable guess). If affinities don't match, then it's at half chance of the bottom of the range. The range is the average of the two items-- 5-25 and 50-100 would be 27.5- 62.5. (If I understand this system correctly, this should be right.)

I don't understand your question. You've just been shown that every piece of clothing that can be gilded does show this information. Is there something specific you're asking for? Are you maybe asking why it doesn't show it in the crafting menu?

At the time of me posting I didn't understand is that I had not noticed the tiny icon and what they mean on each piece of clothing.
My eyes aren't much good anymore :)
