That's exactly why there's a difference, starting a Kingdom from the underground and extending it up to the ground level would be a viable option but simply having the claim remain only underground and on the level you put it on if that level happens to be the very bottom is in fact useless with how the mechanics currently work. Plus I'd argue an L5 placed Kingdom is much more secure than the one placed above ground.

I agree they should be a thing but I don't agree they should only be limited to underground if you build it there. Extending cairns over a large underground area is difficult and essentially worthless since there are very few fully underground-based settlements, hearthfires or resources that would provide a lore event. I have seen salt, guano, geysers and cave organs all on underground levels but they are very hard to come by.
