You're right one hour drying time but each shot damages the catapult 25% so technically you can shoot a single catapult 4 times if you don't move it at all but the 4th shot will destroy the catapult. You can shoot 3 times and repair and the repair time also only takes an hour.
Catapults are generally the easiest method to go about raiding someone and very commonly used in the late game, you might see someone bolstering their siege with the use of catapults in combination with rams or wrecking balls but catapults are still the most useful siege machine by far.
