Have you bothered monitoring/analyzing your network usage and packets?

If you can connect and play, ports aren't an issue. In case you want to make sure they're open, it's TCP 1871, UDP 1870.

The point of monitoring the network is that anything that is causing slowdowns and lag on the internet is going to cause lag, rubberbanding, and other issues in game.

Your local connection quality to your ISP doesn't say anything about the quality of the entire route between you and the server, though. Try doing a longer run of ping against the server and see if you pick up the odd lost packet or something like that. The symptoms do make it sound like connection troubles.

you can add also "-t" at the end to let him going to check better during time.....

Simply pinging the server won't say much, either. neither will a traceroute. What I'm speaking of is watching some of the network tools that come included in most operating systems. Look for things like loftar suggested. Not sure how to go about finding this? Best I can suggest is some light to moderate reading on computer networks. thank you for the response i plan on getting to the bottom of the issue. ill give this link a shot
