Hrmm... Sounds like a "one off" case, which are hard to track down. "Talk to" means right-click and use the "greet" command (whereas you'd otherwise take branch, chop, etc). So if you chopped it down, the option should have been there.

If it happens again, get a screenshot of the tree with the quest pointer and flower menu open if you can so it's obvious it's the right place.

So I just noticed you can look at completed quests. And in completed quests are abandoned and failed ones as well. So I can identify the tree that was chopped down, and I noticed that the text says to "Go wave to Thorfinn"... I didn't know about emotes at the time, so I assume that is what I was supposed to do when I was expecting a right click menu option. I think this case can be closed, and I was just an asshole newbie at the time.

Good news then, not a bug.

I think it would be helpful should the beginners (tutorial) quests get a load of additional ones, containing explanations for every aspect of the game.
They don't need to trigger all at once, some could well be delayed and spring up the first time a character discovers stuff that opens up a new area of the game. Like the first time you harvest grain guide through the process of milling it, making dough, building an oven, baking. For quests it would be a chain where there is one of each type, with the explanation for an emote based one on how these work (where to select them, that they have to be targeted).
