Quests can and often are repeated in a lot of the credos even without abandoning them, I'd still say to stick at it a bit longer tbh.

Best suggestion is to find an area with several beeches within a few minutes of each other. Set up a small claim to store a boat on, fence it off, and then log out there. Check back every 30 minutes or so. 15-20 is minimum, but I err on the longer side just in case something or someone triggers the area and it doesn't get processed by the server. (Foraging items are spawned only when a map section is loaded. Map sections unload after ~15 minutes.)
