What time of day do you catch the sculpin at? I need it for a creedo but even with the fish jumping and the woodfish i still have 0% as a catch chance.

just try another lure in the same spot - and check if your change is getting higher.

When they were released i catch all fish in one spot, all you need is to change lure as mentioned here, but! string and hook matters too, sometimes it totally changes the catch.
Someday i will find a good fisher or time for gather all this things together for the wiki, but.. i'm not sure it would be 100% true anyway - spot, time and "maybe" even moon phase affect fishing - hard to compare all this into one guide.

Morning, level 2 caves, a deep small lake, a primitive casting-rod with bone hook and a woodfish:

Cave Sculpin was found only in half of the tiny lake. Caught 2 fish from about 40 attempts.

What kind of fiber you use as line is also affecting the chances as I found out (at least for some fish it was obvious, switching the line back and forth switched the chances accordingly).
