It's actually based on your current abilities if I remember a post from jorb correctly. It's not supposed to give you something out of the realm of probability.

That's all right. I am rather discouraged than outraged. Probably, quests are issued on the basis of potential, but not the real state of affairs ;D

Pick a corck (which is on another continent) as third quest
Pick cavebulbs (x5) as fifth quest
Bring an edelweiss to the other side of continent as 7th quest
Just raid an anthill as the last one
...

3 quests to pick chives when there's no chive biome on my island, one cost me another 10k lp to get around.

The ocean thing does make forage quests a bit more annoying. Some extra sanity checks might be nice.
