Depends on what FEPs you're after. PSY? yes. Everything else? Doubt it. Though some of the dried fish does seem like it'd be good for people up to around 100, 150 when you get a single stat in it as a second food type.

With the symbel nerf more items are needed for a FEP event, add the satiation nerf and variety bonus and there should be plenty of motivation to eat different types. I guess fishing could well get more use these days...

Quality just caps fish quality. Will gives you more options, you get third fish at 30 will. Smoking tobacco can help if you're over 20 will. Chances to catch depend on base tile chance (fish come in nodes), fishing gear and geometric mean of survival and will. If you see a fish you're after with one gear combo, try switching out components and casting in the same tile to find the combo with the highest chance. Then explore neighboring tiles until you find the one with the best chance. You can catch most stuff with just taproot, cattail fibre, bone hook, rock lobster, woodfish and feather fly if you manage to find the right spot, though you'll likely get better chances with more gear options. While you're searching for fish you can save your lures, just cancel fishing instead of pulling any of the options (move or recast). Only commit to pulling when you've found a decent spot.

Do you think casting pole fishing is worth the effort compared to spam entrail fishing?

Rod is the only way to go if you're serious about fishing. Bait fishing and nets are nice if you don't want to bother prospecting and just want a couple fish, but with rod you can get into industrial quantities. Just last night I caught sixty eels in like half an hour (I found a 90% spot). You'll never get that kind of yield with bait or net.

Are you fishing in a cave? Most spots in caves only have two fish. I got my third fish on 30, and a friend got third fish when he boosted his will to over 30 with pipeweed. But I guess it could be sqrt(will*survival) and we both happened to have similar score there (was ~40 for me).

Most probably. I have more than 3 fishes in the list with 33 will and 100+ survival.

Ok I am fishing in a lake (outside) both my will and my surv is 37.
so 37* 37 is 1369
