Strength for lvl 2 mine

i guess its just the mh ladder tile down.
another note, it seems the minehole placement does not take account of the tool used, but solely calculated using raw STR, i had problems placing mineholes, but no problems mining when the minehole was placed, because of the high QL pickaxe.
