For a hermit/"village" with a couple friends, all on the same account is better because you share subscriptions/verification. For a village player you might want shared characters, and that would be worth considering a second account for.

No. Logging into an account from another client instance (same or different machine) disconnects the currently active one.

Most of the time the actions you're doing don't need to be done at the same time. Considering most characters you don't want afking really. It's safer these days *tm* but I'm still jumpy about it on anything other than suicide alts due to the past for haven. Keep your suicide labour alt on a separate account for Village invites and etc and you can dual client about as efficiently as you'd like on one computer assuming your gpu can handle it.
